国广清科售前总监肇中山:探究隐私计算最新成果

在近日召开的 2022可信隐私计算峰会上,中国信通院对其主导的《隐私计算白皮书(2022年)》、《隐私计算技术应用合规指南(2022年)》、《隐私计算通信应用研究报告(2022年)》、《多方数据联合风控应用能力评估要求》标准、《隐私计算应用面向互联网场景的应用要求》标准等多项可信隐私计算成果进行发布、解读与进展介绍。作为 隐私计算联盟会员,国广清科积极整理并研究,取得重大成果。

Recently, 2022 Kexin Privacy Computing Summit, China Academy of Information and Communications Technology (CAICT) released, interpreted and introduced a number of Trustworthy Privacy Computing achievements, including its leading "Privacy Computing White Paper (2022)", "Privacy Computing Technology Application Compliance Guide (2022)", "Privacy Computing Communication Application Research Report (2022)", "Multiparty Data Joint Risk Control Application Capability Assessment Requirements" standard, "Privacy Computing Applications for Internet Scenarios The standard "Requirements for Internet Scenario Oriented Applications of Privacy Computing" were released, interpreted and introduced. As a member of the Privacy Computing Consortium, CRI TSING'S TECH Communicationactively collated and researched and achieved significant results.

一、《隐私计算白皮书(2022年)》

1.Privacy Computing White Paper (2022)

《隐私计算白皮书(2022年)》由隐私计算联盟联合行业多家单位共同编制,国广清科作为会员进行深度研究《白皮书》涉及隐私计算概况、技术分析、应用分析、行业分析、热点问题分析以及总结展望等多方面,全面展现了行业成就及发展新态势,旨在为产业界应用隐私计算技术提供参考指导,推动隐私计算行业健康发展,在数据要素市场建设中发挥更大的价值。

The Privacy Computing White Paper (2022) was jointly compiled by the Privacy Computing Alliance and a number of industry units, CRI TSING'S TECH Communication as a member to conduct in-depth research of the White Paper which covers various aspects such as overview of privacy computing, technical analysis, application analysis, industry analysis, analysis of hot issues and summary outlook, comprehensively showing the industry's achievements and new development trends. It aims to provide reference for the industry to apply privacy computing technology, promote the healthy development of the privacy computing industry, and play a greater value in the construction of the big data market.

《白皮书》认为,根据隐私计算技术、应用的不同发展特点,隐私计算当前正处于产业快速增长期,即将迈入前景广阔的稳定期。未来,随着我国数据要素市场的加速建设,隐私计算技术进一步成熟,隐私计算技术的行业应用规模也将稳定增长。

According to the White Paper, privacy computing is currently in a period of rapid industrial growth and is about to enter a stable period with great prospects, according to the different development characteristics of privacy computing technologies and applications. In the future, as the construction of China's data element market accelerates and privacy computing technology further matures, the scale of industry applications of privacy computing technology will also grow steadily.

二、《隐私计算技术应用合规指南(2022年)》

2. Compliance Guide for the Application of Privacy Computing Technologies (2022)

近年来,随着隐私计算技术迅速发展,应用愈加广泛,隐私计算的合规问题开始引发关注和热议。在此背景下,隐私计算联盟发布了《隐私计算技术应用合规指南(2022年)》,尝试在我国现有立法框架下,对隐私计算技术应用的合规问题进行梳理和探讨,对隐私计算技术面临的合规挑战进行分析,以期对现阶段的隐私计算技术应用提供合规指引和参考,为未来行业规范和立法完善提供思路。

In recent years, with the rapid development of privacy computing technology and its increasingly widespread application, the compliance issue of privacy computing has begun to attract attention and discuss passionately. Rely on this background, the Privacy Computing Alliance has released the "Compliance Guide for the Application of Privacy Computing Technology (2022)", which attempts to sort out and discuss the compliance issues of the application of privacy computing technology under the existing legislative framework in China, and analyse the compliance challenges faced by privacy computing technology, with a view to providing compliance guidelines and references for the application of privacy computing technology at this stage, and providing ideas for future industry regulation and legislative improvement. The purpose is to provide compliance guidelines and references for the current stage of privacy computing technology applications, and provide ideas for future industry regulation and legislative improvement.

As for the compliance outlook of privacy computing technology, the Guide mentions that privacy computing technology provides security for data circulation, reduces enterprises' concerns about participating in data circulation, and helps to solve the current pain points of data circulation, thus promoting the development of the digital economy. 随着隐私计算技术应用逐渐落地,其对通信行业在保证数据安全的前提下充分发挥自身数据应用价值的意义巨大。隐私计算联盟发布的《隐私计算通信应用研究报告(2022年)》便对隐私计算在通信行业的应用特性及典型场景进行了全面梳理,深入挖掘了潜在创新应用场景,为行业发展提供参考指引。

With the gradual implementation of privacy computing technology, it is of great significance for the communications industry to give full play to the value of its own data applications while ensuring data security. The Privacy Computing Alliance's "Privacy Computing for Communications Applications Research Report (2022)" provides a comprehensive overview of the application characteristics and typical scenarios of privacy computing in the communications industry, and digs deeper into potential innovative application scenarios to provide reference guidance for industry development.

四、《多方数据联合风控应用能力评估要求》标准

4. Multi-party Data Joint Risk Control Application Capability Assessment Requirements Standard

随着国家法律政策的重视、监管逐渐完善以及企业自身的经营需求,风控对于企业的重要性进一步提高。目前,风控已经从传统业务单线风控的1.0阶段、企业级单方风控体系的2 .0阶段,正迈入多方数据联合风控体系的3.0阶段,其完整性、全面性、及时性都进一步提高。 为解决行业需求,中国信通院依托中国通信标准化协会大数据技术标准推进委员会、隐私计算联盟共同编制《多方数据联合风控应用能力评估要求》标准。

With the emphasis on national laws and policies, the gradual improvement of regulation and the business needs of enterprises themselves, the importance of risk control for enterprises has further increased. Currently, risk control has moved from the 1.0 stage of traditional business single-line risk control and the 2.0 stage of enterprise-level single-party risk control system to the 3.0 stage of multi-data joint risk control system, whose completeness, comprehensiveness and timeliness have been further improved. To address the needs of this industry, CICT, in collaboration with the Committee for the Advancement of Big Data Technology Standards of the China, Communications Standards Association and the Privacy Computing Alliance, has compiled the "Multiparty Data Joint Risk Control Application Capability Assessment Requirements" standard.

该标准涵盖四大能力域,分别为基础保障能力、技术应用能力、场景构建能力、业务实施能力,共包含16个能力项。每个能力项又分为初始级、规范级、增强级、完善级、引领级五个等级,明晰了企业多方数据联合风控应用能力的行业水平及发展方向,旨在为企业多方数据联合风控能力建设提供指引,为评估联合风控合作方提供参考。

The standard covers four major competency areas, namely basic assurance capability, technical application capability, scenario building capability and business implementation capability, and contains a total of 16 competency items. Each capability item is divided into five levels: initial, standardised, enhanced, perfected and leading, which clarify the industry level and development direction of the joint risk control application capability of multi-party data, aiming to provide guidance for the construction of joint risk control capability of multi-party data and provide reference for the evaluation of joint risk control partners.

五、《隐私计算应用 面向互联网场景的应用要求》标准

5.《Application Requirements for Privacy Computing Applications for Internet Scenarios》Standard

随着政策和市场需求双重驱动,隐私计算在互联网应用场景的需求强烈,其中主要集中在联合营销场景中,具体包括洞察分析、策略制定、营销投放、效果分析等细分场景。为了更好适配,隐私计算产品应在易用性、场景支持能力、算法能力与安全性上满足相应要求。

Driven by both policy and market demand, there is a strong demand for privacy computing in Internet application scenarios, which mainly focus on joint marketing scenarios, specifically including insight analysis, strategy formulation, marketing placement, effect analysis and other segmented scenarios. In order to better fit this requirement, privacy computing products should meet the corresponding requirements in terms of ease of use, scenario support capability, algorithm capability and security.

为此,中国信通院、隐私计算联盟共同起草《隐私计算应用 面向互联网场景的应用要求》标准。该标准梳理了互联网应用场景,并对适配互联网应用的隐私计算产品能力进行了规范。本标准自2022年8月启动以来,经历了框架总体设计和材料征集、场景研讨和梳理,以及标准主体讨论,目前已完成主体内容编制。

Therefore, the China Academy of Information and Communications Technology and the Privacy Computing Alliance have jointly drafted the standard "Application Requirements for Privacy Computing Applications for Internet Scenarios". The standard compares Internet application scenarios and regulates the capabilities of privacy computing products adapted to Internet applications. Since its launch in August 2022, this standard has gone through the general design of the framework and material solicitation, scenario discussion and combing, as well as the discussion of the main body of the standard, and has now completed the preparation of the main content.

此次国广清科深入研究了信通院发布的白皮书,研究成果在隐私计算技术发展、场景应用、应用合规等方面为行业及社会提供重要参考、指引和规范。未来,国广清科将积极凝聚行业共识,共同探索隐私计算的高质量发展方向和应用路径,充分发挥隐私计算作为数字经济持续健康发展的基础设施作用,为密态数据智能流通网络生态建设赋能。

This time, CRI TSING'S TECH has studied in depth the white paper released by ICT, and the research results provide important references, guidelines and specifications for the industry and society in terms of privacy computing technology development, scenario application and application compliance. In the future, CRI TSING'S TECH will actively gather industry consensus to jointly explore the high-quality development direction and application path of privacy computing, give full play to the role of privacy computing as an infrastructure for the sustainable and healthy development of the digital economy, and empower the construction of an intelligent circulation network ecology for dense data.
